
“A place that has much room for growth as a new industrial zone and tourism hub.” This is how the city of Naga was proudly described during the grand launching of the Naga Valley Industrial Park in Barangay Cantao-an, Naga City. Such a positive image is the reason why Primary Properties Corporation (PPC) decided to start a project that would “generate revenue from foreign investments and exports” as well as generate more job opportunities in Naga.
The Naga Valley Industrial Park or NAVA is a 36-hectare property that provides construction-ready subdivided lots for investors and business locators. PPC, which serves as one of the most reputable construction companies in Cebu and the Philippines, chose Naga’s Barangay Cantao-an because it has “ideal lot sizes and spacious capacity for accommodating new industrial development”, particularly for small to medium enterprises wanting to operate light to medium types of industrial facilities.
PPC has also partnered with Philippine Economic Zone Authority (PEZA) with the development of this project; a partnership that the company believes is a great opportunity to create a “globally competitive and ecologically sustainable business environment in Cebu”.
NAVA’s launching on the 17th of October, 2014 was graced by the PEZA Director General Lilia de Lima as Guest of Honor, local government officials from Cebu led by Cebu Governor Hilario Davide III and Naga City Mayor Valdemar Chiong, the business community, members of the press, and the family, owners and stakeholders of the Primary Group of Builders (the huge corporation behind Primary Properties Corporation).

NAVA is a quality project of Primary Properties Corporation, a part of the Primary Group of Builders. The Primary Group has over six decades of experience in construction and development; its main company, Primary Structures Corporation (PSC) is a triple-A, multimillion dollar construction company. PPC is a PEZA-registered entity, ISO 9001:2008 certified company and a veteran in the design, construction, customization, and management of industrial and commercial buildings, its offerings ranging from ready-to-occupy standard buildings to built-to-suit structures. To date, its product portfolio includes industrial, commercial properties located in MEZ1, MEZ2, Cebu IT Park, Cebu Light Industrial Park, and Cebu Business Park.
PEZA issued Resolution 14-176 dated March 31, 2014, as amended by Resolution No. 14-528 on September 29, 2014 thereby approving PPC through its subsidiary Meridian 123 Corporation as a zone developer and operator, fulfilling all the registration requirements. With this approved application, PPC undertakes to perform its obligations to PEZA, to the business community, to its locality and stakeholders involved or affected by the operation of NAVA.
PEZA and Bureau of Customs will be operating their respective offices at the same building together with the representatives from PPC.
