The Vicsal Development Corp. is a private family corporation primarily engaged in the retail business, and it owns and operates a chain of department stores and supermarkets that are popularly known as Metro. The retail chain we now refer to as Metro was incorporated in 1981; in 1982, the first Metro department store and supermarket opened in Cebu, on Colon Street.
Metro’s inception came about because of the vision of a seasoned retailer, the late Victor Gaisano. He visualized a department store and supermarket offering quality and variety in their merchandise at competitive and reasonable prices, along with a friendly atmosphere. In making his vision a reality, he had the help of his wife Sally and their children, Margaret, Jack, Edward, and Frank. Metro’s business operations were shaped and influenced by the Gaisano family’s combined experiences in the retail industry.
Becoming a world-class retail store and enjoying the process of such an achievement is Metro’s vision. Its mission, on the other hand, is to provide a quality environment and quality service and to be responsive to customers’ needs because Metro was built on a philosophy of customer centeredness. Metro’s retail activities include supermarket operations, department store operations, appliances, fine jewelry, pharmacies, fast-food outlets, bakeshops, coffee shops, Internet cafés, photo centers, embroidery, framing, key duplication, photocopying, and gift wrapping.
Metro’s aggressive advertising and promotion strategy has given it continuous visibility in print, radio, and television over the years. These stores enjoy patronage by customers of all types and Metro is the leading retail store chain in Cebu.
A series of expansions and partnerships with Ayala Land Inc. and other major developers made it possible for Metro to operate a number of retail outlets in Cebu as well as in Legazpi, Lucena, Bonifacio Global City, and Angeles, plus an upcoming branch in Binondo. All the Metro department stores and supermarkets are housed within multilevel store buildings.
The first of the Metro stores that opened is not just situated on Colon Street, Cebu City’s oldest street. It is also along P. Lopez Street and Osmeña Boulevard, which is another major Cebu thoroughfare.
Despite being in the toughest retail arena in the Philippines at the time that it opened in 1982, Metro Colon developed quite a following with Cebu shoppers. What started as a three-level building was upgraded to a seven-level department store and supermarket after a mere two years of commercial activity.

Super Metro Mandaue
Built to serve as a combination super center and department store, Super Metro Mandaue started its operations in 1994, in Mandaue City, which is considered the industrial city of Cebu province. Super Metro Mandaue is the largest department store and supermarket in the city. It easily became the destination of choice for shoppers from Mandaue and other cities and municipalities in northern Cebu. The store building in which Super Metro Mandaue is located was expanded to form the Pacific Mall.

In developing a commercial business district in Cebu City, Ayala Land Inc. chose Metro to be its partner. Metro rose to the challenge of teaming up with an established and reputable Manila-based mall operator and built the third Metro store in 1994.
Metro Ayala was to be Metro’s biggest and best outlet yet, designed to cater to the growing upscale market in Cebu that demands first-rate services and comfort and, at the same time, expects the same hallmark quality and competitive prices of any Metro store. As you’ve perhaps observed from its usually heavy customer traffic, Metro Ayala Center Cebu gained the confidence and patronage of discerning shoppers in the Cebu area. Metro Plaza Toledo
In December of 2009, Metro Gaisano opened its eighth store overall and its fourth store in Cebu. Metro Plaza Toledo is anchored by Metro Supermarket and Department Store. With its store in Toledo, Metro moved closer to the communities in the western part of the province of Cebu and provided them with a variety of shopping choices. Metro Plaza Toledo’s store hours from Monday to Sunday are 9:00 a.m. to 9:00 p.m. for both the supermarket and the department store.
And just recently, the Super Metro Colon has just been added to the long list of hypermarkets that this reliable company has in store for all Cebuanos. The hypermarket that’s located along corner Junquera and Colon Streets, right across 138 Mall and beside Cebu Business Hotel opened last February 27, 2014, graced by no other than Cebu mayor himself, Hon. Michael L. Rama.
